The Provincial Treasury, Western Cape has an exciting employment opportunity for a competent individual to provide support by assisting the Manager: Assurance Services with the development, monitoring and implementation of norms and standards in respect of Local Government internal audit and audit committees. The successful candidate must be an innovative self starter and be willing to travel as required. This position is stationed in Cape Town.
Minimum Requirements
- An appropriate 3-year tertiary qualification (National Diploma/ B-Degree or higher qualification);
- A minimum of 3 years' proven relevant experience in internal audit;
- A valid code B driving licence.

Recommendation
Proven experience in any of the following: Researching and/or research methodologies; Developing and updating enterprise internal audit norms and standards in respect of municipalities; Project management; Providing administrative support in respect of strategic processes and engagements.
Key Performance Areas
Research develop,update and facilitate the implementation of internal audit and audit committee norms and standards in respect of municipalities; Ensure ongoing maintenance of norms and standards by bench marking against international leading practices; Project management of related assurance assignments and providing related training to municipalities; Monitor the governance maturity and guide the progression of internal audit and audit committee.
Competencies
Knowledge of the following: Project Management; Process improvement; Administrative procedures relating to specific working environment; Working norms and standards; (Municipal Finance Management Act); National Treasury Regulations; National and Provincial Treasury Directives; National Treasury Internal Audit Framework; Communication (verbal and written) and report writing skills in at least two of the official languages of the Western Cape Province; Proven computer literacy in MS Office; Project Management, leadership and presentation skills.

Remuneration
R 376 596 per annum (Salary level 9) Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
