Key Performance Areas

  • Assist with the management and control of designated, housing projects, focusing on informal settlement projects.
  • The application of cost accounting procedures as prescribed by the National Housing Code, Supply Management Policy coupled with, inter alia, the Municipal Finance Management Act by attending to verification, reporting, processing and reconciliation of expenditure and income accounts.
  • Reviewing and coordinating the correct receipting of beneficiary funding as per the Housing Subsidy System (HSS) payment notifications received from the Western Cape Government. (WCG)
  • Directing, analysing and validating that the correct beneficiary details are loaded on the expenditure.
  • Manage correct receipting, create purchase requisitions for purchase orders, complete service entry sheets, audit processing of EFT’s and evaluate final payments.
  • Analysing the Material Supply Agreements Bill of Quantities, signatures and all relevant annexures as it relates to housing project funding approval iro quantitative financial compliance.
  • Compile the HSS project funding claims, utilizing the prescribed template and correct financial information as contained in the housing project approval, upon receipt of a HSS claim request (whichever is applicable)signed by the beneficiary, project chairperson and City of Cape Town Coordinating Area Head.
  • Implementing the relevant changes on the financial management system (SAP) and the expenditure database to reflect the refunded amounts.
  • Networking by attending meetings, recording discussions and collecting and circulating minutes to Directorate personnel.

Requirements

  • B Tech, National Diploma or first Degree in Finance
  • Up to 2 years of relevant experience
  • A valid Code EB driver’s licence.
