Position Purpose:

Managing the establishment, development, implementation and maintenance of a quality management system for programmes and projects in accordance with the Transnet Integrated Management System (TIMS) and ISO 9001 requirements. Develop a resource plan to meet programme and project service requirements. Manage processes and procedures to ensure effective service and product delivery to customers.

Position outputs:

1. Manage the development, planning and implementation of a quality assurance management system in programmes and projects by:

  • Setting direction for the quality system and processes in the Regional Programmes and Projects.
  • Managing the communication and understanding of quality policies and procedures at all levels in the Regional Programmes and Projects.
  • Managing the implementation of the Regional Programmes and Projects quality strategy through the establishment of sound quality assurance practices within the Regional Programmes and Projects.
  • Involving effective leadership involvement in the Regional Programmes and Projects for the quality management program.
  • Assisting the development of quality management plans for project execution structures to implement quality management programs.
  • Managing the establishment and functioning of structures for quality in the Regional Programmes and Projects, such as quality steering committees, quality planning committees, quality improvement teams etc. within project execution structures.
  • Managing the customization and communication of quality performance indicators for project execution structures.
  • Directing quality management personnel to implement the quality management system programme that meets the ISO 9001 requirements.

2. Manage Regional Programmes and Projects quality issues programme by:

  • Managing the promotion of a quality management system issues process within the Regional Programmes and Projects.
  • Managing the reporting of Regional Programmes and project quality issues to quality representatives.
  • Communicating and checking that quality issues are tracked to completion and providing feedback to management reviews.

3. Manage the Regional Programmes and Projects self-assessment, job observation and benchmarking programme by:

  • Managing the project execution structure’s self-assessment program, job observation and benchmarking program.
  • Managing the Regional Programmes and Projects’ performance of quality management system self-assessments by scheduling self-assessments and providing management with feedback on self-assessment results.
  • Managing the training and coaching of Regional Programmes and Projects personnel to perform quality management system self-assessments.
  • Managing the review and grading of Regional Programmes and Projects quality management system self-assessments.
  • Leading cross-functional quality management system self-assessments.
  • Managing and maintaining the quality management system self-assessment corrective action database.
  • Managing all benchmarking exercises to provide the Regional Programmes and Projects with feedback, and that corrective actions are assigned.
  • Managing the training of Regional Programmes and Projects personnel on observation skills.
  • Managing the maintenance of the quality job observation database.
  • Managing the trends and areas for improvement from the job observation programme.
  • Managing and maintaining the accreditation /certification for the Regional Programmes and Projects.

4. Manage the process of reporting and investigating non-conformances to quality by:

  • Managing and ensuring that project execution structures know and understand the process to report non-conformance to quality.
  • Managing the investigation process for non-conformances.
  • Managing Regional Programmes and Projects corrective action programme.
  • Managing the corrective action review process.
  • Managing and approving the review of the effectiveness for specific corrective and preventive actions.
  • Managing timely closure of non-conformances, problem notifications and the associated corrective actions and / or recommendations.

5. Manage the Regional Programmes and Project’s quality culture change by:

  • Managing and guiding the Regional Programmes and Project’s quality culture change committees and forum.
  • Identifying team and individual needs for quality management system programs.
  • Managing and developing teamwork and individual motivation programmes.
  • Analysing and researching individual and teamwork quality performance initiatives.
  • Monitoring the implementation of quality culture interventions.
  • Empowering, training and encouraging employees to apply quality tools and techniques to ensure awareness to the quality culture change programme.
  • Monitoring the individual and teamwork quality recognition and reward programmes.

6. Improve business processes by:

  • Planning the implementation and execution of quality improvement strategies.
  • Prioritising the quality improvement strategies for critical systems, processes, products and services.
  • Developing and implementing adequate strategies to enforce a quality culture within the Regional Programmes and Projects and addressing high-risk areas.
  • Providing feedback to relevant structures on the impact of the improvement strategies.

7. Provide a quality consulting service by:

  • Managing the service level agreement for quality within project execution structures.
  • Providing monthly reports and presenting feedback to the project execution structures.
  • Managing the implementation of communication and awareness programs for project execution structures.
  • Managing and ensuring the involvement of project execution structures with policies, procedure and document reviews.
  • Rendering quality consulting to external suppliers and manufactures of critical structural components.
  • Participating in internal and external quality management forums.
  • Managing the preparation and assistance to project execution structures during audits.
  • Performing any other quality management system adhoc request from project execution structures.

8. Staffing and resource management of the section by:

  • Resourcing, attracting, recruiting, developing and retaining the relevant skills and expertise.
  • Creating a culture that supports achievement, success and delivery by ensuring that employees and contractors are qualified, motivated, empowered, trained and competent.
  • Initiating, directing and facilitating the creation of an environment conducive to transformation, so that the Regional Programmes and Project’s goal of racial and gender equity are met.
  • Monitoring and ensuring adherence to TNPA and related policies and procedures.
  • Managing and ensuring that a training environment exists by creating and implementing personal development plans.
  • Maintaining discipline in terms of behaviour, adherence to rules, ethics and quality of work.
  • Managing financial and other resources in line with TNPA policies.
  • Developing and reporting on section KPI’s.

Qualifications & Experience:

  • B-Tech in Quality Management or equivalent
  • 5 years' relevant Quality experience in Infrastructure Development / Construction
  • Valid Driver's license
