The Senior Security Assistant (SSA) contributes to the day-to-day management and execution of PSEC’s regional operations to ensure the security and safety of RDGS personnel, property and information. The SSA will fully support the Chief Regional Security Officer in the execution of security responsibilities including physical security/access control; oversight of contracts for manned guarding & technical security; fire safety; emergency preparedness & contingency planning; close protection & event security; information collection and reporting; residential security; incident response; and all other reasonable security-related tasks.

Duties and Responsibilities

1. DUTIES/RESPONSIBILITIES/TASKS:

Physical & Technical Security:

  • Oversee the security guarding contract, ensuring that the private security company understands and enforces the Bank’s access control procedures
  • Oversee and manage contracts for the repair and maintenance of technical security systems
  • Supervise, mentor, and build the capacity of security officers/agents, as appropriate
  • Monitor Control Room operations and technical security systems, making recommendations to improve access and key control procedures
  • Contribute to Access Control and Visitor Management policies and procedures
  • Recommend initiatives/solutions to improve physical security and access control at the Bank’s premises
  • Ensure vendors are paid in a timely manner by following up with the appropriate Bank points of contact

Fire Safety & Emergency Preparedness:

  • Monitor fire safety systems, ensuring they are operational and compliant
  • Contribute to the development of security procedures and policies, including emergency procedures, crisis management, training of floor wardens and first aiders, etc.
  • Observe areas immediately surrounding the Bank’s premises to identify threats and recommend risk mitigation or prevention measures
  • Implement measures prescribed to deter and detect fraudulent activities from inside and outside the Bank
  • Work closely with TCGS to ensure timely and effective facilities management, particularly as regards the health, safety and security of staff
  • Report any safety and security issues to management for resolution

VIP Protection & Event Security:

  • Plan, program and coordinate close protection support for the Bank’s President and senior leadership while in South Africa
  • Provide security support to major events in South Africa where the Bank’s senior leadership is in attendance
  • Organize and control security for special events at the RDGS premises
  • Participate in preparatory meetings with host government, event organisers, Bank management and other stakeholders to ensure that safety and security risk mitigation is considered
  • Work closely with the RDGS Protocol Officer in both the planning and execution phases of major events/visits
  • Liaise closely with the contracted security provider for close protection and event security, including logistics, route planning, car hire
  • Ensure the timely payment of contractors through diligent follow-up after major events/visits

Information collection and analysis:

  • Liaise with security partners and industry professionals to collect information about local security developments, issues and potential impact on RDGS operations for supervisor’s attention in order to support security and operational activities.
  • Contribute to Country and Area Security Risk Assessments
  • Update mandatory reports and documents on an annual or as-needed basis (Site Security Survey, Emergency Evacuation Plans, etc.)
  • Prepare accurate and timely ad hoq reports to senior managers.
  • Provide security orientation (oral briefing) to newly arrived staff to ensure staff are well-informed of local security conditions and procedures.
  • Prepare security data for the purposes of incident and operational mapping
  • Assist in the production of analytic assessments by providing input based on knowledge of the host country/region
  • Assists in collecting, updating and communicating information regarding the security situation in the country/region

Incident Response:

  • Collect information from victim(s) and provide immediate assistance, as required
  • Collaborate with external parties and partners in the management of incidents

Residential Security:

  • On request, conduct residential security surveys and provide recommendations for improvements to staff members
  • Maintain the residential mapping database
  • Manage the Residential Alarm Program

Minimum Requirements

  • Qualifications:
  • Essential:
  • Advanced University degree, or First University degree with additional years of related work experience and/or training/courses
    • A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
    • A diploma in Security Management, Law Enforcement or other relevant field may also be accepted in lieu of the First University degree.
  • Fluency in written English language

Desirable: (The additional qualification that suits to the organization’s needs)

  • Completion of military/police training
  • Certified in close protection operations
  • Handgun competency
  • First aid and fire safety competency
  • Basic competency in technical security systems and control room operations
  • Experience in executive protection and/or event security
  • Knowledge of host country safety codes

Experience: (Please refer to the recruitment Manual for the minimum experience required)

Essential:

  • Five or more years of progressively responsible professional experience in security management (military, police or private/corporate) and/or security risk management
  • Experience in managing support staff

Desirable:

  • Prior experience with a diplomatic mission, international NGO or International Organization is beneficial
  • Background and interest in international development
  • French language ability

Technical Competencies:

  • Risk management and vulnerability assessments
