The Department of Social Development, Western Cape Government has an opportunity for a suitably qualified and competent individual to perform, supervise and review the implementation of financial, management accounting and supply chain management (SCM) systems and procedures in line with the relevant legislation, regulations, frameworks and departmental policies. This post is based in Goodwood.

Key Performance Areas

  • Co-ordinate and check financial supporting information for planning purposes;
  • Supervise the budget preparation process;
  • Collection and recording revenue;
  • Expenditure management;
  • Develop a Procurement Plan for the Region;
  • Expenditure analysis;
  • Acquisition management;
  • Contract management;
  • Process payments;
  • Asset Management;
  • Supervise employees.

Competencies

Proven Knowledge in the following:

  • Public Finance Management ACT (PFMA), National Treasury Regulations (NTR), OPTI, Division of Revenue Act (DORA), department instructions and delegations;
  • Compilation of financial statements;
  • Financial Management Systems (FMS) and PERSAL;
  • Cash flow procedures (monthly reporting on revenue and expenditure);
  • Budget process;

Skills needed:

Analytical, problem solving, report writing, communication (written and verbal), proven computer literacy (MS Office packages), numerical and mathematical.

Minimum Requirements

  • An appropriate 3-year tertiary qualification (National Diploma/B-degree or equivalent) or higher in Finance;
  • A minimum of 2 years of relevant financial experience.

Remuneration

R 331 188 per annum (Salary Level 8)
