The Programme Development Manager will be tasked with providing 50% technical support to programme development of the overall GWP Southern Africa and Africa Coordination Portfolio and 50% portfolio leadership and implementation of the AIP Transboundary Water Governance and Environment project portfolio. The Manager will work as a team member of the GWPSA/Africa Coordination Unit and also provide support to AIP and other program areas that require knowledge management and implementation.

Specific duties will include:

  1. GWP Africa Programme Development (50%)
  • Lead development of a Gender Transformative Transboundary Water and Environment portfolio ensuring alignment with AIP, Global, Continental and SADC Regional priorities;
  • Identify and develop transboundary projects responding to Global Environmental Facility (GEF) priorities on ecosystems, Convention on Biodiversity (CBD), United Convention on Desertification (UNCCD), International Waters and contribute to the AIP project pipeline
  • Identify innovative projects and programmes and prepare project concept notes and project proposals aligned to the requirements of the targeted funding source
  • Ensure that projects are designed in accordance with the GWP Strategy
  • Identify expert support required to support and enhance programme development and manage expert contracts to ensure delivery of high-quality outputs
  • Engage strategic partners in the development of the Transboundary Water and Environment management portfolio aligned with continental and regional priorities
  • Support the development of activities promoting gender mainstreaming in the water sector
  • Support the management of the GWPSA/Africa Programme project pipeline and monitor the progress of project ideas to bankability
  • Participate in programme development coordination team meetings
  • Support the development and implementation of the GWP Country programmes as required
  • Support liaison and operational support to Country Water Partnership
  • Represent GWPSA in steering committee meetings of Country Water Partnership as required

Programme Implementation (40%)

  • Lead in the overall management and support to AIP Africa Transboundary Water
  • Lead the implementation AIP- PIDA Water, SADC Transboundary programme and others
  • Ensure Gender Transformative approach in implementation of Transboundary Programme
  • Ensure that projects are managed in accordance with the signed grant agreements
  • Ensure that projects are implemented in accordance with approved project documents and deviations are communicated and approved by funding partner timeously
  • Ensure high quality project outputs and development of associated knowledge materials
  • Ensure linkages to the NEXUS and climate resilience programmes
  • Develop and implement M & E plans and prepare M & E reports for GWPSA/CU and GWPO
  • Develop progress reports and participate in Transboundary waters management meetings to plan and report to project partners on project implementation
  • Provide technical support to the implementation and ensure synergies with other thematic programmes such as Water and Climate Development Programme (WACDEP), NEXUS, Urban, SDGs and others
  • Develop and publish knowledge products and think pieces to communicate the key policy issues from the AIP Transboundary Water and Environment Programme

Support to Country Water Partnership (10%)

  • Lead in the overall management and support to AIP Africa Transboundary Water
  • Lead the implementation AIP- PIDA Water, SADC Transboundary programme and others

REQUIREMENTS

Experience and Qualifications

 

  • Relevant post-graduate university degree, MSc degree or Phd in water resources management, IWRM, water engineering, environment, hydrology or natural resources management
  • Minimum 10 years’ experience in transboundary water and environment
  • Solid experience in programme development and funding proposals related to water, environment and transboundary water management
  • Demonstrated experience in preparation of transboundary water projects
  • Knowledge of Pan Africa transboundary water initiatives by African Union, River Basin Organisations (RBOs) with demonstrated experience of working with RBOs
  • Solid understanding of international conventions on transboundary waters and environment
  • Excellent interpersonal skills and ability to work in multi-cultural environment.
  • Prior experience of working with GWP partners at regional and country level desirable
  • Excellent English communication skills. Ability to communicate in French an advantage.
