Job Description: Responsibilities & Requirements
The purpose of this position is to exercise overall responsibility for the leadership and operational management of the Electoral Commission mandate and activities within the province. The Provincial Electoral Officer reports to Chief Electoral Officer
Responsibilities/Duties
- Contribute to the formulation of the organisation's strategic direction and manage formulation and implementation of the provincial business plan.
- Strategic management of the development, implementation, monitoring, evaluation and reporting on the Commission's programs and projects at the provincial and municipal level, including election management; civic education, democracy development and voter education programs; maintaining the national common voters' roll; updating the delimitation of voting districts and data on voting stations; managing political party liaison committees; achieving results and performance targets.

- Foster and maintain sound working relationships with stakeholders (political parties, service providers, government in province and municipalities).
- Lead the Provincial Political Liaison Committee, represent the province office in various forums; implementation of an internal and external communication strategy in the province.
- Financial management and reporting. Lead the identification, evaluation, reporting and implementation of risk and compliance programmes for the province and compliance with all relevant legislative frameworks and policies.
- Timely preparation of quarterly and annual performance reports as well as quarterly risk reports.
- Management of the human resources allocated to the province.
Requirements
- Matric/N3 and an appropriate tertiary qualification with a minimum of 8 years relevant working experience at management level of which at least 6 must be at management level (manager or director or equivalent).
- Experience in election management will be an added advantage.
- Experience in project management and stakeholder engagement is essential;
- Understanding of democratic electoral processes in the country and legislative frameworks; comprehensive knowledge and familiarity with the province and its dynamics.

- Strategic leadership and management within a complex and diverse environment; people management; budget planning and management; building strategic relationships; problem-solving and decision-making; excellent verbal and written communication skills; good interpersonal skills; liaison and negotiation skills and experience; political and conflict resolution skills;
- knowledge and understanding of the PFMA, and treasury regulations; prepared to travel extensively both local and internationally and a valid driver's license.
In addition, knowledge of the languages predominantly spoken in the province will be advantageous.
Remuneration
Inclusive remuneration package of R1, 415,658 per annum
