Job Description: Responsibilities & Requirements


The main purpose of this position is to develop operational plans to implement strategy and to oversee management and co-ordination of all regulatory affairs, research and policy programme in the party funding branch.

Responsibilities/Duties

The successful incumbent will be accountable to the Chief Executive: Political Parties Funding.  The successful incumbent should perform, inter alia, the following duties:

  • manage allocated human resources
  • train sub-ordinates
  • manage division in regard to overall operations, budgets and other financial responsibilities
  • administrate operations
  • delegate duties
  • provide subject matter expertise and technical input
  • improve processes
  • manage performance
  • manage operational risks
  • manage and develop key performance indicators and strategic objectives.

 

Political Party Funding Management , including but not limited to

  • develop operational plan and formulate political party funding funds implementation plan
  • review party funding strategy and provide technical inputs across all fronts of party funding Funds
  • operate a bank account for the Fund
  • consider investment of available or surplus from the Funds with the Public Investment Corporation (PIC)
  • manage and administer the Fund in line with standards of the general recognised accounting practice
  • allocate monies to represented political parties
  • disclose and publish funds received from political partie
  • monitor and test business processes, as well as submit annual financial statements by political parties
  • conduct inspections and investigations
  • general administration, e.g. drafting responses, annual financial statements, issue compliance directions, suspend payments, prepare reports, budget preparations, etc.

Regulation , including but not limited to -

  • Develop and exercise oversight of the party funding regulatory operational plan
  • Draft amendments to the Act and/or Regulations, providing technical input across all fronts of regulatory affair
  • Provide guidance and training on related laws and regulatory requirement
  • General administration, e.g. receive and respond to queries, resolve minor complaints, investigate serious complaint and alleged violations of the law, recommend referrals to the Electoral Court, consider appropriateness of sanction
  • Represents the Commission in cases referred to the Electoral Court and Courts of Appeal

 

Research and Policy Development , including but not limited to -

  • Develop, implement and maintain applicable policies and procedures
  • Oversee procurement of outsourced service providers
  • Monitor and oversee research and knowledge management activities
  • Oversee the development and facilitation of implementation for research, publications and thought leadership agenda
  • Oversee the offering of expertise in monitoring and evaluation of the progress, successes and short-comings of election project
  • Carry out regular programme reviews

 

Requirements

  • Matric/N4, a post graduate qualification in law (preferably B.Com Law); 
  • a minimum of 8 years' working experience in regulatory affairs, with a proven record in managing funds, drafting of annual financial statements, research and policy development will be an added advantage;
  • at least 6 years' experience at middle management level (equivalent to Deputy Manager or Deputy Director in the public service);
  • knowledge and understanding of relevant legislation and policies, e.g. PFMA and Treasury regulations, etc.;
  • understanding of institutional governance systems and performance management; legislative interpretation and implementation experience;
  • knowledge and experience of research and policy development;
  • knowledge of the public office environment;
  • ability to formulate field-specific master plans, project management and implementation;
  • stakeholder liaison experience;
  • valid drivers' license and preparedness to travel when necessary.

Remuneration

Inclusive remuneration package of R1, 190,679 per annum

Applicants for the above positions must be South African citizens, who have not had a recent prominent political profile in the last 5 years.  Applications must in all cases be marked with the relevant reference number and be accompanied by updated comprehensive curriculum vitae (CV) as well as certified copies of all qualification documents and identity document. 

Should applicants be in possession of a foreign qualification, it must be accompanied by an evaluation certificate from the South African Qualification Authority (SAQA). Failure to attach the relevant reference number and to submit the requested documents will result in the application not being considered. 

Please note that the CV, all qualifications and references are subject to verification and appointments will only be made upon successful verification thereof. All appointments are subject to a probation period of not less than 12 months and successful applicants will be required to enter into a performance contract.

The Electoral Commission will only correspond with short-listed candidates and interviews will be conducted on a date and time specified by the interview panel. The Electoral Commission is under no obligation to fill the positions after advertising them and reserves the right not to make any appointment in the above posts. Although advertised, a position may be withdrawn, re-advertised or filled by way of transfer or deployment, should it be considered in the interest of service delivery. The Electoral Commission may in terms of the Electoral Commission Act, furthermore amend the requirements and functions of its positions from time to time.
