Position Purpose:

  • Research, develop and refine product offering of Transnet Property Corporate Real Estate, to meet customer needs.
  • To market and promote the services offered to Transnet Business Units.
  • Build and maintain relationships with clients and prospective clients. Survey and manage client satisfaction and expectations.
  • Costing, budgeting and resource planning for proposals and projects
  • Enter into service level negotiations, sign and agreements for the provision of property related services between Transnet
  • Property and Transnet Operating Divisions relating to the management of their individual property portfolios, and provide management support for all property related queries within the organisation.
  • To initiate, plan, execute, manage and finalise Real Estate related projects within the Transnet environment related to the Long Term Planning Frameworks (LTPF) of the Transnet OD’s and Transnet MDS projects.
  • Initiate the process of development and implementation of Policies, Standards, Processes, Manuals, Directives and
  • Procedures impacting the Property environment in Transnet and the manner in which real rights linked to property should be managed in Transnet.
  • To develop and maintain standard operating procedures in the Transnet Property Geo-Spatial offices, to identify the risks inherent in the operating environment in these offices, the controls related to these risks and the action plans necessary to mitigate these risks.
  • To identify, map and maintain a register of environmental and other land related risks that impact the portfolio of Transnet.
  • To coordinate the activities of regions in respect of audits of operating procedures and support the work of internal and external auditors in providing assurance to the property environment.

Position outputs:

New Business Development

  • Research, develop and refine product offerings to clients.
  • Attend trade shows and conferences, read trade journals and stay abreast with industry developments.
  • Identify potential new clients and decision makers
  • Build relationships with potential new clients
  • Development marketing material and be involved with geo-spatial marketing initiatives.
  • Plan approaches, pitches and pricing models
  • Be involved in negotiations with clients/principals
  • Develop and prepare documentation including project budget and cost management plan and processes, for advertising projects on tender.

Client retention

  • Maintain and strengthen client relationship.
  • Measure and survey client satisfaction
  • Manage client satisfaction and expectations
  • Provide client feedback to regional offices, support regional offices with client relationship management
  • Present new products and enhance existing offerings to clients

Service agreement:

  • Negotiate service agreements with Transnet Operating Divisions. Prepare Service Level Agreements and Maintenance contracts and negotiate new or renew existing agreements/contracts
  • Manage the cost recovery as per Service Level Agreements entered into with Transnet Operating Divisions

Policies and procedures:

  • Formulation, development and implementation of Policies, Standards, Processes, Manuals, Directives and Procedures in the Geo-Spatial department of Transnet Property in support and achievement of a consistent way in which real rights linked to property are managed in Transnet..
  • Ensure implementation of policies, guidelines and strategies to ensure a uniform, successful, efficient and cost-effective service delivery
  • Establish and maintain collaborative personal relationships with project teams (Geo-Spatial regional offices). . Provide strategic guidance and support to the regional Geo-Spatial offices with regard to matters pertaining to approved policies, processes and legislative framework.

Project Management:

  • Be directly involved with project planning costing for new projects.
  • Initialise plan, execute, manage and finalise Real Estate and Geo-Spatial related projects
  • Stay abreast of overall project progress and risks of current running projects, support corrective initiatives and risk mitigating actions.
  • Support the acquiring resources and coordinating the efforts of team members and third parties.

Audit and Environmental

  • Attending to and advising on property related queries received from Operating Divisions, general public and government structures. Particularly queries relating to acquisitions, disposals, surveys and registration of Transnet properties. This includes professional support advice for Transnet projects i.e. NMPP Project and the Swazi Rail Link Project.
  • Compile the operational & capital budget for Geo-Spatial Head Office.

 

Qualifications & Experience:

  • 4 year Degree in GIS/Survey with 8 years working experience in
    • System development
    • Spatial data management
    • Project planning and control
    • Project budgeting and finance
    • Project management
    • Business principles.
    • Client support
  • At least 5 years management experience in the Property Information environment
  • Experience in a management, leadership and/or administrative position is required.
  • Registration with PLATO
