Position Purpose:
The Senior Manager is the representative of TNPA as a landlord for all the operating divisions and is responsible to undertake an oversight role in ensuring maximization of productivity through port efficiency, effectiveness, safety and security (inclusive of shipping turnaround times, as well as safety and security of cargo handling, facilities, and human capital).
Moreover, the person in this position is the process owner for operations compliance, governance and performance, which inter alia, includes setting performance and safety standards and providing strategic direction by formulating and managing the implementation of strategies; process; procedures; systems and guidelines, in alignment with TNPA`s strategic objectives and the Ports Act/Rules.
Position outputs:
- Develop and manage the implementation of performance standards, strategies, processes, systems, procedures and guidelines to ensure productivity through port efficiency
- Work with other Senior Managers from within and other Operating divisions to prioritize performance initiatives and spending based on appropriate operational requirement, risk management and/ or financial methodology.

- Optimise operational efficiency through actively monitoring and addressing; capacity planning and utilisation and effective equipment utilisation, with terminal operators/clients.
- Establish partnership/joint ventures with / terminal operators / stakeholders.
- Develop, Maintain, review and update performance standards, operating procedures, practices and procedures.
- Manage, Control and monitor expenses (budget) with regard to the operational and capital budget, to ensure cost effectiveness and maximise / assets/ resources utilisation.
- Provide guidance/direction on operational strategy, performance tracking/issues or framework plan, to ensure port efficiency and alignment to TNPA`s Business Planning Process.
- Provide leadership and direction from the perspective of landlord, to all terminal operators, users, suppliers and agents to ensure unison and that there is a clear focus and co-ordination of activities.
- Drive growth through tracking and addressing poor performance by terminal Operators.
- Provide performance statistics and undertake remedial action where necessary.
- Ensure all strategic relationships are managed in accordance with relevant policies, procedures and legal requirements and within appropriate time frames and business requirements.
- Consistently interpret the environment to ascertain the implications of poor terminal performance and business risks and develop operational strategies, plans and / or corrective actions.
- Provide guidance on practices, standardisation, integrated operations between departments / divisions / terminal operators.
- Lead operational risk management activities to enhance the value of TNPA
- Oversee the activities of a network of managers / officers / terminal operators (internal/external) to ensure business relevance in the port, business risk and performance.
- Ensure that operations are compliant with health, safety, environment and quality management systems and take corrective action where necessary.
- Identify poor performing terminal operators and take corrective action where necessary.
- Management of the total compliance, regulatory and governance function of TNPA as landlord.
- Monitor compliance/ adherence to TNPA`s operating practices, policy, standing procedures, standards and legislation and undertake corrective / disciplinary actions in cases of non- compliance
- Develop business risk strategies to ensure relevant measures are in place to ensure business continuity, protection of assets, employees and clients.
- Initiate regular liasons with terminal operators, shipping agents and suppliers on performance issues( shipping turnaround times, etc.
- Develop and design most efficient and effective organisational resource capacity (people and asserts) strategies to enable port system efficiency and productivity.
- Influence and improve freight logistics chains with all stakeholders.
- Improve operational efficiencies through continuous assessment of processes, technology and capacity in relation to new developments and standards.
- Provide feedback/ input at Port EXCO.

Qualifications & Experience:
Academics/tertiary Qualifications:
- Honours degree in Operations Management, Logistics, Commercial or Equivalent is essential to operate at this strategic level.
Experience:
- Minimum of 12 years’ experience in Imports/Exports Operations and experience in the port or Maritime industry is preferred. Of which 6 years is at managerial level.
- Experience in business continuity planning, auditing, and risk management, as well as contract and vendor negotiation will be an added advantage.
